This ensure that we run prettier across all supported filetypes to check
for any formatting / style inconsistencies. Previously, it was only run
for files in the website/ directory using a deprecated pre-commit
plugin.
The benefit to keeping this in our pre-commit config is that devs can
optionally run these checks locally with `pre-commit run --config
.github/pre-commit-config.yaml`.

This bundles aarch64 and x86_64 RPMs in CI and CD.
We'll need a 2nd PR to add everything to the changelog and knowledge
base, after the first release with RPMs is cut.

Adds support for Ubuntu 24.04, drops support for Ubuntu 20.04
Known issues:
- On Ubuntu 22.04, sometimes GNOME shows the wrong tray icon
- On Ubuntu 24.04, the first time you open the tray menu, GNOME takes a
long time to open the menu.

AppImages won't work with process splitting. (#3713)
As far as I can tell, they just produce one binary. Internally they use
FUSE or something to mount a squashfs image, but that image won't be
able to hook into systemd and run with root permissions and everything.
I don't think it's practical, and Tauri's AppImage bundling doesn't have
the features for it.
Even their deb bundler doesn't have any way to specify a path for a
daemon to be installed. The sidecar feature only seems intended for the
GUI app to call, not anything else on the system.
(There is such a thing as installing AppImages, but I don't think it's
worth pursuing - We should just do debs)

I refactored the settings code, removing `_settings_` from some function
names where it was redundant.
The log level is more difficult to change live, so I added a
`tracing::info!` noting that it will apply on next app start.

Fixes various small issues, including some of the issues in #3768:
- Clicking "About" or "Settings" no longer toggles a window between
visible and hidden, it always shows and un-minimizes the window. So if
it's minimized, it won't vanish, it will appear
- Log message for vt100 failure is clearer
- The "cancel sign-in" race was coincidentally already working as
intended, but the code and comments are clarified.
- Fix the asset name used to check for auto-updates (this cannot be
end-to-end tested until we cut a new release of the clients on Github,
not just a draft release)
- Fix README to include Ubuntu instructions
This may cause conflicts with all my other PRs but it has to happen.
