Jamil	3c55ddcd1e	fix(ci): move rust cache to Azure; docker on main (#10169) ... We are _very much_ over our GHA cache limit of 10 GB so in an effort to keep evictions to a minimum, we update the Rust SCCACHE to only write on `main` and the Docker elixir and data plane image build steps to do the same. Jamil	e0299c688c	fix(ci): don't install unused packages for android builds (#9576) ... The runner doing the Android builds is running out of disk space. Since we don't use the emulator, adb, or other tools for the build, we can save some space by not installing these. Thomas Eizinger	d26df944c0	ci: reference GitHub actions by hash (#7724) ... To improve supply-chain security, reference all GitHub actions using the hash of the released tag. GitHub recommends to do this for third-party actions (https://docs.github.com/en/actions/security-for-github-actions/security-guides/security-hardening-for-github-actions#using-third-party-actions). In order to make our CI more deterministic, I opted to do it for all our actions. This means any change to our workflow configuration requires a source code change and thus passing CI on our end.
