Andrew Dryga 40748306ca fix(portal): Use modal for confirmation dialogs (#5833 )

Still need to replace a few more `data-confirm` actions (have an issue
with HTML <dialog> positioning when it's defined inside Tailwind
tables.)

To start your Phoenix server:

Run mix setup to install and setup dependencies
Start Phoenix endpoint with mix phx.server or inside IEx with iex -S mix phx.server
