Brian Manifold 6ed5fa3c33 fix(portal): Temporarily revert verified routes for API UI (#6185 )

This temporarily reverts commit
d1703d2849.

The long term fix will be to have the API URL be set by environment
variables, but in the interest of time it will be hardcoded for now.

To start your Phoenix server:

Run mix setup to install and setup dependencies
Start Phoenix endpoint with mix phx.server or inside IEx with iex -S mix phx.server

Now you can visit localhost:4000 from your browser.
