Jamil 0a2a393d4c fix(portal): Prevent additional email identities per actor (#8888 )

This is a UI-only change for now to serve as a stop-gap while we work to
overhaul the identity domain model.

Web

To start your Phoenix server:

Run mix setup to install and setup dependencies
Start Phoenix endpoint with mix phx.server or inside IEx with iex -S mix phx.server

Now you can visit localhost:4000 from your browser.
