Reactor Scram 7825710a69 refactor(GUI clients): extract known_dirs module (#3734) ...

The CI tests aren't running for Linux just yet.
This organizes the well-known directories used on Linux and Windows for
logs, config, etc., and adds them to the (unused) Linux smoke test

Waiting on #3727
