Jamil cbe33cd108 refactor(portal): move policy events to WAL (#9521 )

Moves all of the policy lifecycle events to be broadcasted from the WAL
consumer.

To start your Phoenix server:

Run mix setup to install and setup dependencies
Start Phoenix endpoint with mix phx.server or inside IEx with iex -S mix phx.server
