Gabi 148bc8c7b2 fix(android): send Cidr format instead of IpNetwork format (#4134 )

Fixes android on main and remove the need to parse and re-parse
addresses for android and swift.

Building Connlib

You shouldn't need to build connlib directly; it's typically built as a dependency of one of the other Firezone components. See READMEs in those directories for relevant instructions.
