Andrew Dryga d9eb2d18df Deployment for the cloud version (#1638 )

- [x] Cluster formation for all API and web nodes
- [x] Injest Docker logs to Stackdriver
- [x] Fix assets building for prod

Web

To start your Phoenix server:

Run mix setup to install and setup dependencies
Start Phoenix endpoint with mix phx.server or inside IEx with iex -S mix phx.server

Now you can visit localhost:4000 from your browser.
