Reactor Scram ed3e76894a wip(windows): impl get_host_name (#3089) ...

Resolves #3082 
I can remove the debug subcommand before merging. I just wanted to
confirm it gets my laptop's hostname.

connlib already has an indirect dependency on `hostname` via Hickory, so
I just used that.
