Brian Manifold 3edbbfc8a2 fix(portal): Fix placement of 'sign-in w/ providers' heading (#6106 )

Small UI/UX change. The 'Sign in with a configured provider' header was
always being shown, even if the account didn't have an OIDC provider
configured (i.e. all new accounts)

To start your Phoenix server:

Run mix setup to install and setup dependencies
Start Phoenix endpoint with mix phx.server or inside IEx with iex -S mix phx.server

Now you can visit localhost:4000 from your browser.
