Split out a helper to assert correct EndpointSlice hints (and extend
that helper to deal with node hints as well, including making sure
they *aren't* present when the traffic distribution mode doesn't call
for them).
Replace DefaultComponentGlobalsRegistry with new instance of componentGlobalsRegistry in test api server.

the original logic always guarantee the NodePort's value if it was there. the NodePort should be allowed to set 0 if the Service has LB type with AllocateLoadBalancerNodePorts=false
When defining a ClusterIP Service, we can specify externalIP, and the
traffic policy of externalIP is subject to externalTrafficPolicy.
However, the policy can't be set when type is not NodePort or
LoadBalancer, and will default to Cluster when kube-proxy processes the
Service.
This commit updates the defaulting and validation of Service to allow
specifying ExternalTrafficPolicy for ClusterIP Services with
ExternalIPs.

Removed the unit tests that test the cases when the MixedProtocolLBService feature flag was false - the feature flag is locked to true with GA
Added an integration test to test whether the API server accepts an LB Service with different protocols.
Added an e2e test to test whether a service which is exposed by a multi-protocol LB Service is accessible via both ports.
Removed the conditional validation that compared the new and the old Service definitions during an update - the feature flag is locked to true with GA.
This is causing a bug when upgrading from older releases to 1.23 because
of Service's maybe-too-clever default-on-read logic.
Service depends on `Decorator()` to be called upon read, to
back-populate old saved objects which do not have `.clusterIPs[]` set.
This works on read, but the cache saves the pre-decorated type (as it is
documented)
In 1.23, this code was refactored and it seems some edge-case handling
was inadvertently removed (I have not confirmed exactly what happened).
Test by aojea
When a service is created with AllocateLoadBalancerNodePorts to false
it should not allocate node ports.
If the same service is updated to set AllocateLoadBalancerNodePorts
to true, it should allocate node ports.
When a service is updated from ClusterIP type to LoadBalancer type,
and AllocateLoadBalancerNodePorts is set to false, it should not
allocate node ports.
