CPU Manager - Updates to unit tests: ...
- Where previously we called manager.AddContainer(), we now call both
manager.Allocate() and manager.AddContainer().
- Some test cases now have two expected errors. One each
from Allocate() and AddContainer(). Existing outcomes are unchanged.
