Bump addon-manager to v8.7

**What this PR does / why we need it**:
Major changes:
- Support extra `--prune-whitelist` resources in kube-addon-manager.
- Update kubectl to v1.10.7.

Basically picking up https://github.com/kubernetes/kubernetes/pull/67743.
