Jan Safranek 0d71dc677e Refactor CreateVolumeSpec 
Rename old CreateVolumeSpec to CreateVolumeSpecWithNodeMigration that
extracts volume.Spec with node specific CSI migration.

Add CreateVolumeSpec that does the same, only without evaluating node CSI
migration.
