cfbb9cebd0 scripts: Improve devnet script to allow using rkt or docker 
* Add create, status, and destroy subcommands that use docker as
the container runtime for testing local QEMU/KVM clusters. Before,
only rkt could be used.
* Update local QEMU/KVM tutorial documentation
