Static libraries and headers of libselinux and libsepol are required
for checkpolicy to build.
Fixes error:
policy_parse.y:45:10: fatal error: sepol/policydb/expand.h: No such file or directory
 #include <sepol/policydb/expand.h>
          ^~~~~~~~~~~~~~~~~~~~~~~~~
compilation terminated.
