Gabor Juhos b650fecb7d ip17xx: Rename the driver to ip17xx.c ...

Following the big internal rename, this is the external rename.
Rename the source file to ip17xx.c and adjust Makefile and Kconfig.

Makefile

Add a target (CONFIG_MAKE_CONFIG) that creates an exportable toolchain. The toolchain will zipped and saved under $(TOPDIR)/bin directory.
