Tony Ambardar cbc37d60cb tools/sparse: update to version 0.6.3 ...

Update to the latest stable release.

This fixes a segfault and build failure seen compiling the 5.10 kernel
for x86/64. With this update, builds complete and sparse generates the
usual large volume of warnings as on 5.4 kernels.
