3729: Allow setting collation via env variable and add uvloop r=mergify[bot] a=Grennith

## What does this PR do?
As of https://github.com/Mailu/Mailu/pull/3701, the collation shall be set by overwriting `SQLALCHEMY_DATABASE_URI` to contain the collation of the related DB. However, this is currently not possible in the Helm chart of Mailu at all. It's statically set there and would also require not setting DB_NAME etc. to not have it overwritten, see https://github.com/Mailu/Mailu/blob/master/core/admin/mailu/configuration.py#L144
Additionally, uvloop is added to the prod requirements of which postfix-mta-sts-resolver makes use of.

Fixed log filter not filtering out log messages for dovecot/nginx/postfix.
Fixed postfix not logging to standard out.
Fixed not all containers logging to journald.
Removed POSTFIX_LOG_FILE functionality. A new FAQ entry is created that documents how to log to file with journald & rsyslog.
Thank you `@Lex999` for providing the sample code in #2839 for how to capture the standard out of called sub processes.

Fixed postfix not logging to standard out.
Fixed not all containers logging to journald.
Removed POSTFIX_LOG_FILE functionality. Added documentation on how to achieve the same (log to file) via journald & rsyslogd (see new FAQ entry 'How can I view and export the logs of a Mailu container?').
In fail2ban example configuration for ipset option, there was a duplicated string which makes the ipset and fail2ban fail to create the set.
Fail2ban will never ban any ip due to this error.
Anything that can be configured in the web administration interface,
can also be configured via the Mailu RESTful API.
See the section Advanced configuration in the configuration reference
for the relevant settings in mailu.env for enabling the API.

This adds ".inc.php" files to the included overrides while maintaining
support for existing ".inc" files previously included via overrides.
Roundcube itself uses "inc.php" files and these overrides are expected
to match that format. Switching to "inc.php" both tells the user that
these need to be proper php files and conveys they are used for changing
the same settings that Roundcube's inc.php files modify.
