443207913b charge_manager: Give dedicated chargers highest priority
This patch lowers the priorities of other chargers so that dedicated
chargers are given the highest priority.

Dedicated chargers are adapters shipped with the device and do nothing
but being the power source. Thus, when they're connected, it should be
always used even if other suppliers offer more power.

26b4617c43 charge_manager: Add EC_CMD_OVERRIDE_DEDICATED_CHARGER_LIMIT
Usually, the max current and supply voltage of dedicated chargers

This patch adds EC_CMD_OVERRIDE_DEDICATED_CHARGER_LIMIT, which
allows the host to change the max current and supply voltage of the
dedicated charge port.

20d7149b19 Fizz: Switch power source to BJ at G3/S5
This patch allows Fizz to switch the power source from a type-c
charger to a barrel jack adapter if the system is in S5.

BUG=b:38321259
BRANCH=none
TEST=Verify the following with 45W and 60W type-c chargers:
1. Boot Fizz with a type-c charger
2. Go to S5 if not already.
3. Plug in a BJ adapter. Fizz boots to S0 using BJ power.

Also verified other boot modes are not affected:
1. Auto boot on BJ insert
2. Auto boot on Type-C insert
3. Recovery boot on BJ
4. Recovery boot on Type-C
5. Stay off if it's previously S5

2f127f3081 charge_manager: Enter safe mode at boot
Charge port / current selection often needs to be significantly altered
when a battery cannot provide sufficient charge, so have charge_manager
initially enter safe mode. After a battery with sufficient capacity has
been identified, charge manager will leave safe mode, and port / current
selection will return to standard rules.

BUG=chromium:777596
BRANCH=None
TEST=Pass charge_manager unit tests. On kevin, remove battery, attach
Apple PD charger, verify safe mode is not exited and device does not
brown out. Hot-plug battery and verify safe mode is exited. Next,
remove battery, attach to Samus, verify safe mode is not exited and
device doesn't brown out. Hot-plug battery, verify that safe mode is
exited and no active charge port, due to dual-role exclusion.

79ae73477c charge_manager: Consider port in source PDO.
When CONFIG_USB_PD_MAX_SINGLE_SOURCE_CURRENT is defined for a board, as
its name implies, the board can source a higher current if there is
only one port acting as a source.

This commit fixes an issue with selecting the right source capability
message to advertise. charge_manager_get_source_pdo() was simply
checking if there was more than one sink connected, instead of checking
if there were any *other* sinks connected. In the event that a sink
was connected to a different port, we would advertise the max source
PDO.

6a7e4a7b35 charge_ramp: Adjust minimum ramp current
A valid charge port is always detected as VBUS supplier type, 'USB charger'
can detect the same port as BC1.2 DCP supplier type & also 'TCPC' can
detect the same port as TYPEC supplier type. Thus a valid port is detected
as 2 or 3 supplier types. Depending on the supplier's priority and the
power that the supplier can provide, charge manager choses the charge
supplier type of the port.

If the USB charger detected supplier is BC1.2 DCP and the TCPC detected
supplier is TYPEC then the supplier can provide stable current from TYPEC
supplier's advertised current hence start ramping from TYPEC supplier's
advertised current.

33fe5e437d charger/Kunimitsu: Fix for boot from cut-off battery
Battery in cut-off mode wakes when voltage is applied to the PACK
and takes approximately 2 to 3 seconds to initialize before capable
of providing the power. Hence made the battery present status to
BP_NO in case of cut-off mode. Once the battery is ready new status
is updated as BP_YES.
When the battery status changes from BP_NO to BP_YES, charger input
current is set to board specific charger input current which is not
sufficient to boot the AP hence the system reboots. To avoid this
