Originally, we didn't trust the firmware to provide these functions from
a standard library. Now, with coreboot, we do.

vboot_reference originally used 2-space indentation, rather than
kernel-style tabs. This makes it painful to maintain given that newer
source files are kernel-style.
Re-indent the files that need it, and reflow comments.
No functionality changes.

The tpmc utility is failing to build with:
MOCK_TPM=1 emerge vboot_reference
Because some functions are not exported by the
mocked_tlcl library. This commit adds mocked
functions for TlclPacketSize() and TlclSendReceive()
