Randall Spangler 1cf77cda5e Return more meaningful error codes from vboot entry points

This also fixes one place where TPM error codes were getting lost.

arch/ is stuff that defines the architecture-dependent information (only used in
firmware build mode).

lib/ is stuff that the BIOS needs to link with.

stub/ is stuff to be implemented by the BIOS.

include/ describes the interfaces between the two parts.
