Alec Berg 25e6261ce5 samus_pd: ryu: change sink capabilities for voltage inaccuracy ...

Change sink capabilities to account for +/-5% voltage inaccuracy
for variable and battery PDOs.

BUG=none
BRANCH=samus
TEST=test with third party variable power supply and make sure it
see's our sink capabilities as 4.75V-21V.
