CCD_CHANGE_HOOK should use CONFIG_CASE_CLOSED_DEBUG_V1. All boards which use chip/g either use both CONFIG_USB_SERIALNO and CONFIG_CASE_CLOSED_DEBUG or neither of them, so just depend on CONFIG_USB_SERIALNO. This is in preparation for making common/case_closed_debug refer only to the usb_pd_protocol version (with mode=disabled/partial/enabled), and cr50 will have its own version (with only enabled/disabled, and tied more closely to CCD config). No functionality changes.
