Zheng Bao 36156ffa1e crossgcc: Allow the non-gnu tar and patch work on XxxBSD

For BSD, patch and tar are not default GNU. Add a work around
to let the non-gun patch and tar work.

known working:
  i386-elf
  x86_64-elf
  powerpc-elf
  mipsel-elf

known broken:
  alpha-elf
  arm-elf
  powerpc64-elf
