Ben Lok 4ddce257da pd: increasing the waiting time after pd soft reset. ...

The original waiting time is 5 mesc, but it isn't enough for Oak during
sysjump from RO to RW, so, increase to 8 msec.

BRANCH=none
TEST=tested on Oak with a battery, with zinger attached,
Issue EC console commands:
> reboot
> sysjump RW (EC_SYNC isn't enabled in bootloader)
And check the PD status:
> pd 0 state
or
> pd 1 state
