Che-Liang Chiou 5d9509cbde vboot TPM stub functions return error codes

TlclStubInit, TlclCloseDevice, and TlclOpenDevice were void functions but
should return error codes.

arch/ is stuff that defines the architecture-dependent information (only used in
firmware build mode).

lib/ is stuff that the BIOS needs to link with.

stub/ is stuff to be implemented by the BIOS.

include/ describes the interfaces between the two parts.
