Aaron Durbin c701393e20 console: honor CONFIG_POSTCAR_CONSOLE ...

The declarations for console_init() were unconditionally
exposed even though there is a Kconfig option. Correct this
by honoring the CONFIG_POSTCAR_CONSOLE condition.
