Bill Richardson 317e25c663 Use CHROMEOS_EC macro to cut down compiled size.

This macro is only defined by the EC firmware build process, and is used to
cut down the amount of compiled code. A future CL will refactor the library
to make this unnecessary.

arch/ is stuff that defines the architecture-dependent information (only used in
firmware build mode).

lib/ is stuff that the BIOS needs to link with.

stub/ is stuff to be implemented by the BIOS.

include/ describes the interfaces between the two parts.
