Louis Yung-Chieh Lo e533adccb7 The jtag_buf_en was not set. ...

The dut_control function only accepts the first parameter. Thus,
the jtag_buf_en:on is actually dropped in flash_link. This caused
flash_ec script failed sometimes.

BUG=None
TEST=tested on link.
util/flash_ec --board=link --image=...
