Rong Chang 91b9c336ee oak: Add oak EC and PD flash_ec support ...

flash_ec script supports stm32 ec and usbpd. This change adds new board
name and MCU map.

  flash_ec --board oak --image ec.bin
  flash_ec --board oak_pd --image pd.bin
