Randall Spangler a45ee21bb0 Vboot wrapper API

New APIs for the wrapper funtions (VbSelectFirmware() and
VbSelectKernel()) and the APIs for the firmware services they need.

arch/ is stuff that defines the architecture-dependent information (only used in
firmware build mode).

lib/ is stuff that the BIOS needs to link with.

stub/ is stuff to be implemented by the BIOS.

include/ describes the interfaces between the two parts.
