Randall Spangler ad105edeb2 vboot2: add code to verify vb2_keyblock2

Now supports multiple signatures per keyblock.

And associated unit tests.

arch/ is stuff that defines the architecture-dependent information (only used in
firmware build mode).

lib/ is stuff that the BIOS needs to link with.

stub/ is stuff to be implemented by the BIOS.

include/ describes the interfaces between the two parts.
