[irq] 1. The chip_init_irqs() function clears all IERx and EXT_IERx registers. [jtag] 2. Enable debug mode through SMBus. [system] 3. remove console_force_enabled functions. 4. implement __no_hibernate, scratchpad and nvcontext functions.
