Alec Berg afc9090d7e samus: add active charge port to EC<->PD status exchange ...

Add active charge port for the PD status exchange so that EC
knows which port we are currently charging from.

BUG=chromo-os-partner:32227
BRANCH=samus
TEST=load onto samus. use "pdcmd 0x100 0 0"
from EC console to read the active charge port and
verify that it matches which port we are charging from.
