Fan Chen bb99828dee mt8173: Fix long latency issue of mtcmos contorl ...

We found sometimes mtcmos operation is too long in spm (>1ms),
so update a new version to fix it.
I verified with 5 hours power_LoadTest, every mtcmos control
can finish in 500us (average is 100~200us).
