Use EC_CMD_HOST_EVENT_GET_WAKE_MASK (already implemented on LPC platforms) to share CONFIG_MKBP_WAKEUP_MASK with the host. BUG=chrome-os-partner:56164 BRANCH=None TEST=Run `ectool eventgetwakemask` on kevin, verify CONFIG_MKBP_WAKEUP_MASK mask is printed.
