Yen Lin 140404ffdf ec: add nyan board ...

This is to add nyan board support:
  - new files in board/nyan folder, including battery.c
  - new common/chipset_tegra.c, which is mostly based on
    chipset_gaia.c
  - new include/tegra_power.h
  - modified build.mk and flash_ec for nyan

BUG=none
BRANCH=nyan
TEST=tested on Venice 2 board
