ChromeOS Developer 10627870fe Only call button handler if keyboard protocol task defined
This fixes a breakage when building tests.

BRANCH=None
TEST=Manual. Run "make BOARD=clapper tests" and
"emerge-clapper chromeos-ec" (having cros_worked on it)
