Nicolas Boichat cfc69f6fb8 ec_ec_comm_master: Functions for EC-EC communication master
This adds functions required for the master in EC-EC communication,
requesting base battery static and dynamic information, and charger
control.

TEST=Flash lux and wand, EC-EC communication works.
