Furquan Shaikh e7b0dcea7d mb/google/poppy: Change POPPY_USE_* to VARIANT_HAS_* ...

Change the prefix for TPM options from POPPY_USE_* to
VARIANT_HAS_*. This makes it clear that these are variant specific
options.
