Mohammed Habibulla f53f949ac6 auron/peppy: fix setting fan max speed by rpm instead of duty cycle 
Setting initial max speed works by setting RPM but fails when
setting with duty cycle

BUG=chrome-os-partner:31801
TEST=booted on auron and peppy and confirmed that initial fan speed is
set to maximum
BRANCH=none
