Rong Chang 29b9a28c9d PMU tps65090 driver ...

This is an initial commit of tps65090 pmu driver. An empty charging
task added.

TEST=manual
  When connected to a battery, the EC uart console will display
  battery status on value change.
  Check pmu register with 'i2c r 0x90 4'. Output should be '0x03'.
