3e3df10346 The SFF code module has been migrated from the ONL repository to the floodlight:bigcode repository. 
The core SFF functionality has been migrated into the bigcode repository so it can be used by
applications outside of ONL proper. This change should be transparent.

b140fec41b enum overhaul 
- move python enums to a proper modul
- pull up OID show and dump flags to the auto.yml
- update APIs and tests to use autogen enums

- Run onlpd in platform manager mode.
- onlpd service init.
- Add onlpd service to rfs builds.

e862ca59a2 New ONLPD tool. 
- This will evenutally become the standalone platform manager.
- It currently is just a version of the onlpdump tool that is linked to the ONLP shared library. It works (and can be used to test) all platforms.
