Jeffrey Townsend f2f35df0ec Add new onlp_sys_hdr_get() wrapper around onlp_sysi_oids_get() to improve OID iteration. 
We don't need the full system information (ONIE and platform) retrieved each time we want
to iterate the OIDs.
