GitHub CI: use NVENC SDK 8.1

Browse Source 
Master branch of nv-codec-headers implies current CUDA runtime
(including drivers), thus use an old version to relax the requirement a
bit. (SDK 8.0 is not compatible with current FFmpeg master)
