Note: VP9 patch is still not working.

GitHub CI C/C++ Lin. FFmpeg: disable SVT HEVC/VP9
Temporarily disable SVT HEVC/VP9.
With current FFmpeg upstream updates, patch doesn't apply and there is
no simple way to fix now (FFCodec was introduced in addition to AVCodec)
so disable it at least temporarily until the patch is fixed.
