The only reason we use an `AtomicU32` here is because the closure is
only an `Fn` and not an `FnMut` closure which prevents us from using a
regular `u32`.

Building Connlib

You shouldn't need to build connlib directly; it's typically built as a dependency of one of the other Firezone components. See READMEs in those directories for relevant instructions.
