Reactor Scram e83b07093f refactor(windows): clean up and simplify subcommands (#3306) ...

Specifically deep linking had some problems:
- Passing PIPE_ID when there was no other possible valid argument
- Production use case accidentally flowed through a debug subcommand
- Unused subcommands that were ready to be removed
